How is VAT calculated?
Value added tax (KDV in Turkish) is calculated by applying a rate to the price of goods or services, known as the tax base. If you start from a VAT-exclusive amount, you multiply it by the rate and add the resulting tax to the base. If you start from a VAT-inclusive amount, you first find the base by dividing the amount by (1 + rate); the difference between the two figures is the VAT. For example, a VAT-inclusive amount is divided by 1.20 at the 20% rate, by 1.10 at the 10% rate and by 1.01 at the 1% rate.
Legal basis and rates
The rates are based on Article 28 of VAT Law No. 3065 (Katma Değer Vergisi Kanunu) and are set by Presidential Decree. The current general rate is 20%; a rate of 10% applies to the goods and services in List (II), and 1% applies to supplies in List (I), such as certain basic food products. Partial VAT withholding (tevkifat) is governed by Article 9 of the same Law and Section I/C-2.1.3 of the VAT General Implementation Communiqué: a specified portion of the calculated VAT is declared and paid by the buyer instead of the seller, in its capacity as the party responsible for the tax, through the KDV-2 return (the VAT withholding return filed by the buyer).
Worked example
For a service priced at 50,000 TL excluding VAT, VAT at 20% is 10,000 TL and the invoice total is 60,000 TL. If 5/10 withholding applies to the same transaction, 5,000 TL of the VAT is declared by the buyer, and the buyer pays the seller 55,000 TL. Working in the opposite direction, for an invoice of 120,000 TL including VAT, the tax base is 100,000 TL and the VAT is 20,000 TL.
You can see which withholding rate applies to which transaction in the list of VAT withholding rates. For the filing deadlines of VAT returns, please refer to the tax calendar.
